European Commission Publishes Updated Country Factsheets On Einvoicing Compliance

The European Commission, in collaboration with the Member State experts in the European Multi-Stakeholder Forum on eInvoicing, has published a series of updated country factsheets: an overview of their achievements on the implementation of eInvoicing. The factsheets describe the institutions involvement with the implementation, their legal framework and used platforms, and depict the efforts of each Member State national, local and regional authorities on transferring the eInvoicing directive into national law.

CEF eInvoicing Building Block (Connecting Europe Facility, a key EU instrument to promote growth, jobs and competitiveness in terms of R&D&i) aims to aid public administrations in complying with the Directive 2014/55/EU that will make possible for sellers to send eInvoices to customers from different EU countries through a single, unified format. Even though the compliance deadline is April 18 th 2019, non-central entities have been allowed an extra year for implementation.

According to Spain´s factsheet, eInvoicing has been mandatory in the country since 2015, according to Law 25/2013 establishing the obligation of electronic invoicing and the creation of the entry registration point through the FACe platform.

EUROFACE, co-financed by the European Commission, is aimed to provide a central eInvoicing solution for public authorities in Spain, while meeting the requirements of the Directive 2014/55/EU. Through the development of these eInvoicing projects, Spain will not have the need to use the extra year given for implementation.
