Promoting the AS4 between PEPPOL Access Points Around EU

AS4EU

Description

The AS4EU project was prepared and presented by LMT Group in collaboration with the Universitat Politècnica de Valencia (UPV). The main objective of this project is to promote the use of the eDelivery DSI (Digital Service Infrastructure) amongst both private and public entities by implementing four PEPPOL Access Points, integrating the AS4 protocol, and their respective Service Metadata Publishers (SMP). The AS4EU consortium will introduce the AS4 protocol in their solutions and develop their SMP according to the EU Core Service Platform. The objective is to make their electronic registered delivery services ‘qualified’, in compliance with the requirements set in the eIDAS Regulation (Regulation EU 910/2014 on electronic identification and trust services for electronic transactions in the internal market). The interoperability and intercommunication between the platforms are guaranteed by the use of the PEPPOL exchange protocol, including the SML (Service Metadata Locator) and the SMP (Service Metadata Provider) that are supported by secure protocols. As explained in this figure, the management of the documents always are treated according to the entity role as document issuer or receiver. In this process, all bases defined by OpenPEPPOL are considered and guaranteed.

OBJECTIVES

Promote eDelivery adoption
amongst public and private sectors
according to the eDelivery Regulation.

Implementation of PEPPOL Access Points
along with AS4 protocol and its
respective SMP.

Enhance the electronic registered
delivery services, in compliance with the
eIDAS Regulation

Project management

The coordination of the beneficiaries is managed by Universitat Politécnica de València (UPV). Thus, it will be monitoring the project progress and it will be involved in administrative and financial management, quality assurance and internal dissemination of knowledge. Furthermore, the coordinator in collaboration with the beneficiaries will supervise contacts with all external organisations, deliver all types of reports and deliverables and manage conflicts by applying the foreseen procedures and constantly will co-operate with the project’s technical management. The overall management, storage and internal dissemination of knowledge will be the responsibility of the Project Manager, whilst the Partner Representatives will be responsible for communicating knowledge produced for the specific tasks they have been assigned. Two internal quality audits will be carried out in order to ensure that all partners involved carry out all necessary tasks in line with the project directives.

Technical Requirements and Support to the AS4 and the SMP implementation

It will be developed all the preparatory procedures for the technical implementation of the AS4 and SMP for each e-delivery implementation of the consortium. It provides the supporting documents and the guidance about how to proceed with the tests and validations, taking into account the specific needs of each Access Point of the consortium. During this activity the technical manager will guide the technicians of the entities on the configuration of the AS4 server and the associated communication protocol based on the e-SENS/PEPPOL profile, with the SMP implementation. The activity extends from the initial steps to the last testing stage, in order to obtain all necessary evidences about the successful go-live of the implemented solutions and to refine and optimize those aspects detected in the development and testing process.

Implementation and Integration

This activity aims at setting up of the AS4 Access Point.

-SATA AS4 and SMP Implementation and Integration (Italy): SATA will implement its own AS4 software, in Java and the Oracle JDK environment, conformant to eSENS profile and taking into account the PEPPOL AS4 specification published by Open PEPPOL (peppol.eu). The software will be used for the SATA access point and for the other access points operated by SATA for its clients.

-CELTRINO AS4 and SMP Implementation and Integration (Ireland): The solution intends to base its implementation оf AS4 protocol on commercial software components provided by “n/software” which are Drummond Certified.

-DATAINTERCHANGE AS4 and SMP Implementation and Integration (United Kingdom): The company intends to base the implementation of the protocol on the components provided by /nsoflware. Significant development will be needed to integrate the /nsoftware components to the communications hub and back end systems. The final solution will operate within the same infrastructure as our existing PEPPOL AS2 solution and will be offered as a connection option to other PEPPOL access points.

-AdValvas AS4 and SMP Implementation and Integration (Belgium): AdValvas developed its own adaptation of the PEPPOL BIS V2 standard and AS2 delivery infrastructure, as its solutions are using Microsoft.NET technology. The integration of the AS4 delivery infrastructure support in AdValvas platform, where it is looking to become a trusted e-delivery service provider. Advalvas will implement its own AS4 software based on Open source and integrate it into its Platform.

Project Dissemination

This activity will prepare and execute action plans for the dissemination and the exploitation of the project results at the European level and from both the consortium and each entity perspective. The project dissemination involves:

-Project Website Implementation: The project website will be created at the beginning of the project and will be used both to publish the key information about the project progress and to give an international open visibility to the action and the beneficiaries.

-Definition of the Communication Plan:  elaboration of a strategic communication plan of the project focused on those entities and researchers involved with PEPPOL network, especially the potential new access points interested in collaborating with the consortium members.

-Collaboration between the consortium members: analyse, supervise and report the dissemination made by each Access Point of the consortium regarding the adoption of the AS4 protocol.
