
Description
EURINV (“Implementing the European Standard in consolidated eInvoicing cloud platforms”) is an eInvoicing project co-financed by the European Commission within the CEF Telecom Program, managed by INEA (Executive Agency of Innovation and Networks) through the CEF-TC-2018-2 Call. The project is coordinated by the Universitat Politècnica de València (UPV) with the support of LMT Group for technical and administrative aspects. The consortium also involves 7 EDI providers and 2 public institutions from several Member States (Belgium, Finland, Italy, The Netherland, France, Spain, Ireland, Germany and Slovakia).
The main goal of the EURINV Action is to support the EDI providers of the consortium and their clients to be conformant with the European Standard (EN) on electronic invoicing, allowing cross-border transactions according to the Directive 2014/55/EU and the regulations of the Member States. As a result of this project, the eInvoicing Cloud Platforms of 7 EDI providers will be upgraded to be fully compliant with the European Standard (EN), including syntaxes approved by CEN (UBL 2.1 and CII). In addition, two public entities will uptake a compliant European Standard eInvoicing solution.

To upgrade the eInvoicing cloud platforms of 7 EDI providers to be fully compliant with the European Standard (EN).
To support 2 public entities to adopt a European Standard (EN) compliant eInvoicing solution.

Coordination Management
The EURINV project is coordinated by the Universitat Politècnica de València with the collaboration of LMT Group for technical and administrative aspects. The main objective of this activity is to ensure an efficient management and coordination of the whole Action in general, including in particular administrative and economic issues. The project coordinators will be responsible for ensuring the achievement of the milestones, to provide documentation, to give support to the participants, to track and supervise technical, administrative and dissemination activities, to collect and analyze deliverable reports and to deliver any information to INEA.
Implementing the European Standard on eInvoicing
As part of this activity, the EDI providers will identify the technical and legal requirements to be considered when implementing the eInvoicing solutions according to the Directive 2014/55/EU, the eIDAS Regulation and the national transcriptions of the EU Directive. After the conclusion of the corresponding analysis, the participants will prepare their solution design and will define a testing plan scheduling all mandatory tests.
After the completion of the preparatory tasks, the eInvoicing solutions of each EDI provider will be upgraded to be conformant with the European Standard (EN) including both UBL 2.1 and CII syntaxes. Likewise, European Standard (EN) compliant eInvoicing solutions will be implemented for the public administrations participating in the project (supported by their EDI providers).
Verification tests
In order to demonstrate the appropriate design and implementation, each participant must complete the following tests:
- Implementation Tests will be carried out during implementation phase. The tests aim to demonstrate the correct mapping/translation of a use case electronic invoice into European Standard.
- CEF eInvoicing Conformance Testing service allow to demonstrate that an implementation based on the eInvoicing specification is indeed conformant to the European eInvoicing standard.
- Interoperability Tests are carried out to verify that the implementation of the eInvoicing solutions is properly deployed and operational.
Project Dissemination
In order to promote the Action and its benefits, the consortium members will perform several activities to disseminate the Action at national and European level, both from the general perspective of the consortium and the particular perspective of each participating entity. The project coordinator will prepare a Dissemination plan determining the communication channels, key messages and supporting materials the partners will use when performing dissemination actions.
